It will probable be necessary in view of the short time available to us before we must reply to the telegram to hold a joint meeting between the Treasury and ourselves and in that case it would be extremely helpful if the Admiralty would agree to be represented. It is for this reason that I am sending you an advance copy of the telegram but we shall have to get in touch with you again if necessary, if a meeting is decided upon.
